Transferring Records of a Claimed Horse

Under HISA, a trainer consents to transfer (1) trainer treatment records and (2) veterinary examination and treatment records by entering horses in a claiming race. When a horse is claimed by a new trainer, the previous trainer must transfer trainer records to the new trainer within three days of transfer of the horse to the new trainer.  

Trainer records include the administration of any medication to a horse by a trainer or his or her designee, and excludes medications or procedures administered by a veterinarian or that veterinarian’s employees. While veterinary records automatically transfer to the new trainer and owner after a horse is claimed, trainer records do not. 

To simplify this process On Track’s reporting features allows trainers to easily maintain the records that HISA required they keep, enabling trainers to easily transfer these records in the event of a claim.

How this looks in practice. 

To provide a practical example, let’s say the horse Wonder Kid is claimed from Tom the Trainer by Teresa the Trainer. The track’s claiming clerk will process the claim and change the responsible person and owner in the HISA system. Once this occurs, both Tom and Teresa will receive a message through HISA’s messaging system stating the process that must be followed for the transfer of trainer treatment records.

Tom would be directed to a claim form on the HISA website that asks him to list all medical, therapeutic, and surgical treatments performed on the horse within the last sixty (60) days. Tom then must send this form to Teresa. This form cannot be sent within the HISA system, so Tom the Trainer would have to send Teresa his claim form via email or regular mail once he fills out the claim form on the HISA website. Teresa would then be sent a message asking her to confirm receipt of the trainer records.
